Certification
To enter the market of the Eurasian Economic Union, including Russia, each manufacturer is obliged to ensure compliance of its products with the Union requirements for quality, safety and labelling. The authorization procedure is determined by the product type and all requirements and actions for preparing of supporting documents are specified in Technical Regulations. The requirements for the same type of equipment may be regulated by several Technical Regulations. Therefore, a Declaration, Certificate or License is issued, depending on the type of product.
To obtain a Certificate or other authorization document, confirming the equipment’s compliance with the requirements, a series of tests and inspections must be carried out at specialized accredited laboratories and certification bodies.
During the certification process, parameters such as compliance with safety standards, energy efficiency, environmental regulations and the ability to use equipment for its intended purpose are checked. The mandatory Certificate (or Declaration of conformity) for equipment is not only a guarantee of quality, but also a necessary condition for sale and operation of equipment.

On behalf of a foreign manufacturer, its representative in the territory of the Russian Federation submits documents (acts as an applicant) to the Certification body included in the Federal Service for Accreditation (RusAccreditation).
The safety evaluation of Professional audio, PA and background broadcasting systems equipment is governed by the following Technical Regulations on the territory of the EAEU:

CU TR 004/2011. Technical Regulations of the
Eurasian Economic Union (Customs Union) — «On the safety of low-voltage
equipment» (operating voltage from
50 to 1000 V inclusive).
The list of non-household equipment to be certified:

- «hot» backup units for audio power amplifiers;
- PA system controllers.
The list of non-household equipment subject to declaration:

The list of non-household equipment subject to declaration:
- microphone consoles for conference systems;
- video cameras of conference systems;
- acoustic cables;
- microphone cables;
- servers;
- interface units.
Additional Information
CU TR for low-voltage equipment and electromagnetic compatibility establishes to obtain a mandatory Certificate on one of the schemes: 1c, 3c, or 4c - series, batch, and single release, respectively.
The Declaration of conformity is required for sound amplifiers and transmission units (HS codes 8518 21 000 0, 8518 22 000 0, 8518 40) and other equipment not included in the list of low-voltage equipment, subject to certification.
Registration of the Declaration for electrical equipment according to 3d, 4d, or 6d schemes is carried out only with testing in an accredited laboratory and, in some cases, when having a certified QMS.
